Man Accused of Brutal Assault on Neighbor Over Alleged Affair with Mother

A 19-year-old Pennsylvania man, Harry Rugg II, is currently in custody following a brutal assault on his neighbor, whom he believed was sexually involved with his mother. The details of the alleged relationship between the victim and Rugg’s mother remain uncertain. Rugg is facing charges of aggravated assault, simple assault, making terroristic threats, harassment, and disorderly conduct, according to court records from Somerset County.

The incident occurred late Sunday night in Addison Township, a small community within the Johnstown metro area. Pennsylvania State Police responded to a call about a physical altercation between two men. Upon arrival, Rugg reportedly admitted to initiating the confrontation, driven by the belief that his neighbor was having a sexual relationship with his mother.

The victim was found covered in blood when the police arrived. Rugg allegedly refused to accept the possibility of his neighbor being involved with his mother, according to a criminal complaint obtained by a local CBS affiliate. Rugg reportedly confessed to damaging his neighbor’s 2004 Chevrolet Corvette before physically assaulting him.

The neighbor claimed he found Rugg standing atop his car, causing extensive damage. When confronted, Rugg allegedly shouted accusations about the neighbor’s involvement with his mother before launching into a physical attack. The altercation escalated, with Rugg allegedly biting off a piece of the victim’s ear, punching him multiple times in the face and body, and attempting to bite off three of his fingers.

Although Rugg did not succeed in removing the victim’s fingers, he reportedly used his teeth to tear flesh from his neighbor’s arm. The victim was initially taken to Somerset Hospital but was quickly referred to specialists due to the severity and location of his injuries.

Rugg is currently being held in Somerset County Prison after failing to post $75,000 bail. He is scheduled to appear in court on August 22. The Pennsylvania State Police troop covering Somerset County has yet to respond to requests for further information.
