Lifeguard Vehicle Runs Over Woman at Beach

Authorities said the 20-year-old beachgoer suffered injuries that were not believed to be life-threatening.

HALF MOON BAY, Calif. — A 20-year-old woman was hospitalized Wednesday after a California State Parks lifeguard vehicle ran over her while she was lying on the sand at Francis Beach, authorities said.

The crash happened about 3:45 p.m. June 24 at Francis Beach, part of Half Moon Bay State Beach on the San Mateo County coast. The San Mateo County Sheriff’s Office is investigating at the request of the California Department of Parks and Recreation. Officials said early reports indicate the lifeguard driving the vehicle may have been distracted, but the cause has not been determined.

Deputies responded to the Kelly Avenue area of the beach after reports that a lifeguard vehicle had struck a person. California State Parks spokesperson Adeline Yee said the vehicle was being driven by a seasonal lifeguard. The woman, whose name has not been released, was treated at the scene before being taken by ambulance to a local hospital. Sheriff’s communications director Gretchen Spiker said her injuries were not believed to be life-threatening.

Coastside Fire, American Medical Response, State Park peace officers and sheriff’s deputies were among the agencies that responded. Witnesses described a sudden emergency scene near the beach area, where visitors had been camping, walking and lying on the sand. Elena Inzunza, who was camping nearby with family, said she saw officers running toward the beach before learning that a woman had been trapped in the sand. Another witness said crews were digging around the woman after the vehicle passed over her.

Officials have not released the lifeguard’s name or said whether the driver was cited, placed on leave or disciplined. Authorities also have not said how fast the vehicle was moving, how long the lifeguard had been on duty or what the driver may have been doing before the crash. The sheriff’s office said the investigation remains open.

Francis Beach is one of the main access points at Half Moon Bay State Beach. The area includes the state beach visitor center, a campground and a paved ramp leading to the sand. The beach draws campers, walkers, anglers and day visitors, especially during the summer. Half Moon Bay State Beach stretches along several miles of the San Mateo County coastline and includes Francis, Venice, Dunes and Roosevelt beaches.

The crash renewed attention on how emergency and patrol vehicles move through crowded beach areas. California State Parks lifeguards use vehicles to patrol shorelines, enforce park rules and respond to water rescues and medical calls. Officials did not say whether patrol procedures at Francis Beach would change after the crash.

The woman’s condition had not been updated publicly by Sunday. The sheriff’s office continues to lead the investigation, and no final finding has been announced on what caused the vehicle to hit her.
