A 21-year-old mother from Louisiana is facing criminal charges after a concerned citizen alerted authorities about the alleged abuse of her young child. The individual reported that the child appeared to have been physically assaulted and was clothed in a trash bag. The mother, identified as Haily Bellard, is now facing charges of second-degree cruelty to juveniles, aggravated battery, and domestic abuse battery, according to a statement from the Allen Parish Sheriff’s Office.
The charges against Bellard were initiated following a 911 call made to the Allen Parish Sheriff’s Office. The caller expressed concern about the condition of the young child, prompting an immediate response from patrol deputies. Upon arrival at the reported address, the deputies discovered a 4-year-old child with injuries that suggested repeated strikes from an object, particularly on the back and leg areas.
As the investigation progressed, it was revealed that the child’s injuries were allegedly the result of disciplinary actions taken by Bellard. The mother is accused of using a plastic utensil to strike the child multiple times and subsequently forcing the child to wear a plastic trash bag as clothing.
Following the discovery, the child was immediately transported by ambulance to the Allen Parish Hospital. After receiving necessary medical treatment, the child was subsequently released, as per the officials’ statement.
Detectives from the Allen Parish Sheriff’s Office arrived at the scene and began interviewing witnesses. Based on the gathered evidence and testimonies, Bellard was arrested. The mother, who also uses the name Haily Bellard Bennett, was taken into custody and is currently being held at the Allen Parish Jail. She is awaiting a bond hearing.
