Garcia Welch had recently started preschool when authorities say an American bully fatally attacked him during a weekend visit with his father.
LOUISA COUNTY, Va. — A 4-year-old boy who had recently begun preschool died after being attacked by an American bully in Louisa County, with deputies killing the dog at the scene as they tried to stop the attack, authorities said.
Garcia Welch was attacked Sunday, Oct. 18, near Jefferson Highway and School Bus Road. The Louisa County Sheriff’s Office received a report of a dog attacking a child at about 4:42 p.m. Deputies arrived to find Garcia seriously injured while the dog was still attacking him, according to authorities. Deputies killed the animal to stop the attack. Emergency crews took Garcia toward a landing zone for planned air medical transport, but he was pronounced dead before he could be flown to a hospital.
The sheriff’s office said the investigation remains active and has not publicly explained all of the circumstances that led to the attack. Authorities have identified the dog as an American bully but have not released a complete account of how Garcia came into contact with the animal or what happened immediately before the attack. Garcia’s family said they also have unanswered questions about the events that afternoon.
Garcia’s mother, Cathleen Russ, said her son was spending the weekend at his father’s home when the attack occurred. She said she and Garcia’s father, Barry Welch, were separated and had a formal custody arrangement. Russ said she learned about the attack through a call from someone outside the family. Garcia’s 11-year-old brother, Gabriel Welch, was also at the home and witnessed the incident, according to the family.
Cynthia Russ, Garcia’s aunt, said Gabriel later told her he had tried to stop what was happening. She described the family as struggling to understand how the attack occurred. Investigators have not publicly confirmed every detail of the family’s account, including what happened in the moments before deputies arrived, and the sheriff’s office has said its investigation is continuing.
Garcia’s relatives said they want him remembered for his personality and the life he had just begun building. His aunt described him as friendly, sweet and someone who easily connected with others. She said he enjoyed painting, music and playing video games with his older brother. His mother also remembered walking with Garcia to the bus stop to meet Gabriel after school.
Garcia had recently started preschool at Thomas Jefferson Elementary School. Principal Jesse Cleaver told school families that Garcia had already made a meaningful impression despite having only recently joined the school. Cleaver described him as kind, friendly and respectful. The school division said counseling and other support would be available for students and employees affected by his death.
The death also prompted an outpouring of support for Garcia’s family. Relatives said friends, neighbors and people they did not know personally had contacted them to offer help as they prepared for his funeral. A fundraising campaign was organized to assist Garcia’s mother with funeral and related expenses, and contributions had surpassed its initial goal as of Thursday.
Cynthia Russ said the family continues to struggle with the loss and the circumstances surrounding it. She said Garcia had many experiences ahead of him that relatives expected to share as he grew older. The family described his death as a loss that has permanently changed them while they continue seeking answers about what happened.
The Louisa County Sheriff’s Office had not announced a final finding in the case as of Thursday. Investigators were continuing to examine the circumstances of the attack, and authorities had not publicly released further details about the dog’s ownership or what may have preceded the fatal encounter.
